Even at slow retrieve speeds the tail flaps and drives Flathead, Snapper, and Bream crazy. Cast to structure like weedbeds, rocks, or depressions. Twitch the soft plastics twice and let sit for a second. Lift rod tip and let it tick the bottom and repeat. Fan your casts to cover as much space as possible. Target transition zones between sandy openings and grassy beds.
If you spook or miss a Flattie and can't get a hook up you come back to it in 15 minutes and try again. Flathead will often only move off a short distance. Don't disturb it further. Be patient and come back to fish it again.
